		<description><![CDATA[When the states delegated powers to the central government, did they give up sovereignty? If those powers could be resumed, the states weren&#039;t giving up sovereignty. The powers were on loan meaning the central government was the agent of the states. Even Hamilton in &quot;The Federalist Papers&quot; said the states had as much sovereignty after the ratification of the Constitution as before. I think the shared sovereignty concept is wrong.]]></description>
